Why a posting can be both
A job board stores “remote” as one flag, so a company hiring only in the United States ticks the same box as one hiring anywhere in the EU. The header says remote; a line further down says you must be authorised to work in the US. Both are in the posting, and the second one is what the application form enforces.
What it is not:immigration advice, or a prediction about your application. It reports what the text you pasted states about location and work authorisation. A restriction that appears only on the application form, or only in a recruiter's head, is not something any tool can read.
